On July 4th, we learned from official channels that Tesla Model Y was shortlisted for the Jiangsu Provincial Government Vehicle Procurement Catalog, marking Tesla’s first entry into the government procurement catalog nationwide.
Last month, the Jiangsu government’s official procurement announcement released the “Jiangsu Province Party and Government Organs, Public Institutions, and Group Organizations 2024-2025 New Energy Vehicle Framework Agreement Procurement shortlist (III)”, which showed that in addition to Tesla, the latest batch of procurement shortlists also includes models such as Wenjie M7, Avita 11, Deep Blue SL03, Deep Blue S7, Zhiji LS6, Zhiji L7, Galaxy L6, Galaxy E8 Administrative Edition, Geometry E, Geometry G6, Changan UNI-K/Z, Qiyuan A07, Qiyuan Q05, Roewe D5X, Volvo XC40, Cao Cao 60, etc.
According to the procurement demand subcontracting information released in the “2024-2025 New Energy Vehicle Framework Agreement Procurement Solicitation Document for Jiangsu Province Party and Government Organs, Public Institutions, and Group Organizations”, the Tesla Model Y rear wheel drive version that has been shortlisted is priced at 249900 yuan, which belongs to the solicitation subcontracting 2 of “off-road vehicles including SUVs”. This subcontracting requires a maximum price limit of 250000 yuan for a single vehicle, and the former meets the requirements.
Compared to the shortlist of new energy procurement in Jiangsu Province released on May 6, 2023 (Part 2), the most obvious thing is the sharp increase in the number of vehicle models in this year’s shortlist announcement. From last year’s 12 models from 4 brands (Beijing, Nezha, GAC Honda, Chery), to this time’s 57 models from 10 brands.
It is worth noting that on July 4th, three cities in Jiangsu Province were selected as pilot cities for the “vehicle road cloud integration” application of intelligent connected vehicles. The Ministry of Industry and Information Technology stated that the expected results of this pilot project are to build a low latency and high reliability networked cloud control infrastructure, promote the large-scale application of multi scenario autonomous driving, explore the formation of a new business model of “vehicle road cloud integration” investment, construction and operation, and form a unified standard and testing evaluation system. The Jiangsu Provincial Government has purchased a large number of new energy vehicles with intelligent driving capabilities both domestically and internationally, indicating a high level of emphasis on intelligent connected vehicles in the local area, which can be regarded as a model in the pilot cities of “vehicle road cloud integration”.
At the same time, Tesla’s inclusion in the government car list this time is conducive to changing the traditional impression that Tesla was unable to enter government units and procurement lists in the past, and solving the anxiety problem of some potential customers. In April this year, the China Association of Automobile Manufacturers announced that Tesla meets the four compliance requirements for automotive data security, and this report is seen as evidence of Tesla’s data processing security compliance.
